When I was in my very first job many moons ago, the co owner of the company used to walk the length of the open plan offices at the end of the working day and note who was still working. This made workers fearful until their line manager told them that the owner said that he didn't want anyone in the office a minute after their time. If they felt they needed to work longer they were either not working enough during the day or they'd been given too much work and their line manager needed to sort that problem. Sadly, I never came across this attitude in any other business.
